Doral council approves slate of state resolutions, contracts and event permits

The Doral City Council voted on a package of resolutions, contracts and event permits during its regular meeting on March 12, 2025, approving measures that ask state lawmakers to change siting and safety rules, authorize municipal contracts and permit local events.
The council unanimously approved a resolution expressing support for Senate Bill 1008, sponsored by state Sen. Bryan Avila, which would require future waste-to-energy facilities to be sited at least one mile from the nearest residence. Vice Mayor Maureen Porras moved the resolution and Councilwoman Digna Cabral seconded it. Mayor Fraga, Porras, Cabral, Councilwoman Nicole Reynoso and Councilman Rafael Pinedo voted yes on the roll call.
Council members also unanimously adopted a resolution supporting state legislation to address rock-mining blasting, and a separate resolution asking the Legislature to amend Florida Statutes 316.2128 and 316.2065 to tighten safety and equipment requirements for micromobility devices. Councilman Pinedo moved the micromobility resolution; the measure seeks changes including a requirement that micromobility operators hold a valid driver's license, mandatory helmets for riders 18 and younger, and reflective gear for nighttime use.
On municipal business the council approved an award of the school-zone speed-detection contract (RFP 202402) to RedSpeed Florida LLC and authorized the city manager to negotiate a five-year agreement. The item was pulled for discussion after staff said the city's prior contractor had not advanced the project; RedSpeed's representative, Greg Parks, told the council the company operates scores of school-zone systems nationally and expected to be operational before the August school year start.
The council also approved multiple parks and recreation contracting actions: provisional vendor awards for a one-year pilot of recreation and fitness programming, a special-event permit for Run Doral 2025 at Doral Meadows Park on April 13, and approval for the LIV Tour's community events at Trump National Doral with limited city sponsorship and logo use for banners and bus benches. Planning staff told the council the Run Doral permit anticipates roughly 1,600 attendees and requested several road closures; the applicant requested use of the city logo but no city funding.
Three related construction and consulting items authorizing replacement of entry-feature monuments on Doral Boulevard were approved after extended discussion about design, cost and prior delays. The council approved the construction award to Waypoint Contracting Inc. and two consultant agreements to provide project and post-design services; Councilwoman Reynoso voiced opposition to proceeding on principle because the combined price exceeds $1 million, while other members said prior design work and community review supported moving forward.
A resolution streamlining the vice mayor role and its incidental expenses also passed after debate; the roll call included two "no" votes on that item (see 'Votes at a glance').

Why it matters Collectively, the measures show the council pressing state lawmakers on safety and land-use questions while moving several locally initiated capital and permitting actions ahead of the spring and summer season. The school-camera contract and the entry-feature construction are time-sensitive for the coming school year and ongoing beautification projects; the Venezuelan Adjustment Act resolution (also adopted) has an outsized public-interest and constituent-engagement footprint in Doral.
Next steps Many of the approved items direct the city manager to finalize contracts and expend budgeted funds; several actions were conditional on negotiations (for example, the RedSpeed agreement and the settlement/purchase items discussed elsewhere on the agenda). Council members asked staff to return with final agreements or memos of understanding where needed.
