Council amends rules of procedure; adds submission deadlines and absence policy amid debate

The ordinance requires council members to submit documentation for agenda items that have a fiscal or legislative impact at least two weeks before publication so administration can prepare a recommendation. The presenter said the intent is to ensure administration has reasonable time to review material and produce a staff recommendation: "what we did was add language that requires council to turn in their documentation for agenda items that have a fiscal or a legislative impact at least 2 weeks before so that staff has the proper time to review," the presenter said.
Councilmembers debated several provisions. Vice Mayor Morin Porras asked whether Robert's Rules would be gap‑fillers; the response was that the local rules will supersede but Robert's Rules will apply where the code is silent. Porras and other councilmembers pressed the mayor and attorney on a section that states "No member shall leave a regular council meeting without permission from the mayor" and that non‑permitted exits would result in an unexcused absence. The presenter said the language was carried forward from the existing code to preserve quorum and meeting continuity, while opponents said the penalty is too severe for brief absences.
Other debated sections included the "division of the question" language (how a motion should be bifurcated or votes recorded) and the sponsorship provisions. The ordinance removes event sponsorship language that conflicted with the council‑initiated events policy; staff said the change was intended to avoid conflicting code provisions and to clarify that sponsorships are for local nonprofit support, not a substitute to the special‑events permitting process.
Councilwoman Rafael Pinedo moved the ordinance; Councilwoman Nicole Reynoso seconded. In the roll call the clerk recorded majority approval and the motion passed on first reading. Council discussion was recorded and several members said they would seek minor clarifying edits before final adoption on second reading.
