Carl described the proposed web content: a short summary of the arborist’s responsibilities, a link to the tree inventory, the Town of Carbondale registered tree care company list, EAB (emerald ash borer) information, and links to adopt-a-bed and other volunteer programs. The proposal also included an online request form residents would file to report tree concerns, request pruning, or ask for new plantings.
Board members recommended that the request form require users to explicitly accept terms and conditions stating that any maintenance to trees or vegetation in the public right-of-way — including work performed by property owners, HOAs or contractors — must be approved by the director of public works before maintenance begins. Dan suggested the electronic form could require users to check an “I accept these terms” box that would enable submission only after the conditions are acknowledged. Carl said the form will be developed as an electronic submission that routes to his office for triage and scheduling.
Members also discussed housing background information on the page (for example, clarifying responsibilities for trees on private property versus town trees), adding a Spanish translation, and linking to the tree ordinance and tree maintenance standards. Meredith asked that the arborist’s scope statement include storm-damage response and tree removal authority to make clear the town’s responsibilities for tree lifecycle management.
Ending: Carl will work with website staff (Anna) to develop an online request form that includes terms-and-conditions gating and will draft the proposed language requiring approval for right-of-way maintenance. The board asked that the form and the web page draft be returned for review at a future meeting.
