Board approves probation billing arrangement and HHS supervisor positions; consent calendar passed

The Trinity County Board of Supervisors approved several administrative items Jan. 29, including a new revenue arrangement for probation services and health-and-human-services (HHS) supervisory positions.
Ruby Fierro, Chief Probation Officer, asked the board to pull a contract item from the consent calendar to summarize changes. Fierro said the county will register probation as an Enhanced Case Management (ECM) provider and partner with local behavioral-health billing to submit claims to Partnership Health. “The projections that we're given is that it would be about a hundred thousand dollars a year of revenue coming in for the services that we already provide, whereas what I'm losing is about 25,000 a year,” Fierro said. She told the board that behavioral health will assist with billing and that discussions are ongoing on how interdepartmental costs will be handled.
Fierro described the work as a substantial administrative effort but said the arrangement should produce net revenue to support services probation already provides.
The board approved the probation billing arrangement by roll-call vote and thanked department heads for cross-department collaboration. Supervisor Carpenter Harris praised the interdepartmental partnership and called it an example of staff living county values by finding solutions and pursuing new revenue.
On human-resources items, the board approved job descriptions, salary ranges and allocations for three public-health/HHS supervisory positions — a public-health nursing supervisor, a health-education specialist supervisor, and a public-health emergency preparedness coordinator — and a side-letter agreement with the HHS bargaining unit. County staff clarified these positions will be funded by HHS program funds, not the general fund.
The full consent calendar was approved by roll call after one item (D8, the probation billing arrangement) was pulled for discussion. Planning-commission appointments included on the consent calendar were reappointed without individual floor introductions; county counsel and staff noted application materials were available in the public packet.
