Wythe County OKs two water‑project divisions, rejects third for rebid pending Rural Development approval

Committee materials listed Division 1 at $2,825,158 and indicated Hill Construction’s Division 2 bid at $3,945,560 after removing the first alternative. The board voted to accept the committee recommendations but recorded that all awards are contingent on Rural Development’s approval because Rural Development is the funding agency for the project.
Why it matters: the project brings water infrastructure improvements to Barrett/Burnt Mill service areas. Commitments of this scale require outside funder signoff; if Rural Development declines any element, the county will revisit the plans.
Board discussion and process: Board members expressed optimism that residents in the Barrett Mill area would welcome water service improvements. A supervisor asked what “contingent upon R&D approval” meant; staff clarified that the county must secure Rural Development’s final approval before spending or executing full contracts.
Vote: The committee recommendations were approved by roll call. Division 3 will be rebid; staff will prepare rebid documents and coordinate with Rural Development.
