The Wythe County Board of Supervisors voted March 11 to award a bid for renovations at Retreat Lake Campground and to amend and appropriate county funds so work can cover the main bathhouse and associated shelter restrooms.
The county received bids on March 7; staff reported the low bidder as Performance Industrial Contractors (listed in the board memo). The total bid package exceeded the amount budgeted in the capital plan, and staff told the board the county could: (a) limit work to the main bathhouse and remain within the existing appropriation, or (b) amend and appropriate additional funds from reserves to complete the full scope. Staff recommended amending and appropriating to complete the full project; the board agreed.
Why it matters: supervisors described the campground bathroom and shelter structures as long overdue for replacement or significant repair. Several supervisors said delaying the work risks higher future costs and health‑and‑safety concerns. The county’s health department inspected the facilities the day before the meeting; staff said inspection documentation would be shared with the board once received.
Board discussion: Supervisors noted that the primitive shelters and some bathhouses had not been replaced in decades, and that prior investments in other parks and facilities represented services the county provides to residents. One supervisor said fiscal constraints were a consideration, but another pointed to rising prices and urged action.
Vote and next steps: The motion to award the low bid and amend and appropriate funds to proceed was made by Supervisor Terry and seconded by Supervisor Burnet; the motion passed on roll call. Staff said the appropriation would come from reserves and that approximately $130,000 would remain in reserves after the appropriation. Parks staff will return health-department inspection documentation and proceed with contracting and construction scheduling once paperwork is complete.
The board did not specify a contract start date in the meeting minutes; staff indicated they would proceed with award paperwork and report timelines to the board.
