MIDDLETOWN, Feb. 11 — Middletown Public Schools’ executive director of finance told the board Feb. 11 that while the district’s general fund showed a small surplus overall, several budget lines were projecting deficits and administrators recommended line-item transfers.
Natalie Forbes reported total line-item transfers of $8,228.43 for the December–February period, covering equipment, instructional supplies, staff professional development and copy paper. She identified several larger projected deficits: a classified-salaries shortfall tied to temporary and temp-to-perm coverage for custodians and security (line 51116, projected deficit $240,000); a $50,000 deficit on purchased services for teacher substitutes (line 53200); a $320,000 projected deficit for contracted services to cover vacant and FMLA special-education positions (line 53400); a $163,000 projected deficit tied to out-of-district special-education transportation (line 55109); and a projected $886,000 deficit for tuition paid to private providers for students receiving services outside the district (line 55630).
Board member Deborah Gass moved to accept the transfers as outlined. The motion carried.
Why it matters: the largest reported pressures are concentrated in special-education staffing, substitute/contracted services and out-of-district tuition — items that can materially affect year-end budget outcomes and require monitoring or budget adjustments.
Speakers: Natalie Forbes, executive director of finance; Deborah Gass, board member.
Clarifying details: total transfers from Dec.–Feb. $8,228.43; projected deficits listed by line and amount as reported by Forbes.
