Madison policy committee advances multiple policy changes, including bullying definition and records disposal guidance

The Madison Board of Education's policy committee discussed and approved moving forward a slate of policy updates addressing bullying and school climate, records disposal and employment checks, among other items, at its policy committee meeting.

The committee recommended rescinding or replacing several existing policies and in some cases waived a second reading so changes can be adopted more quickly. Several items reflect new state guidance or state-mandated language and will affect how the district documents and investigates student conduct and how it handles personnel background checks.

The most substantial item was adoption-related action on the Safe School Climate requirements and the district's bullying definition. Committee members reviewed a packet that included the Connecticut School Climate Policy and model language from the Connecticut Social and Emotional Learning and School Climate Collaborative. The packet also included a set of standardized forms for reporting and investigating challenging behavior. Committee members agreed the new approach is more uniform than the district's prior policy and noted the district will provide staff training before the school year begins. The committee approved moving the new Safe School Climate policy forward and scheduled that item for two formal readings required under board rules.

Committee members also approved revisions to the district's bullying prevention and intervention policy (renumbered in the packet) to adopt the updated definition required by state guidance effective July 1, 2025. Members discussed that the new definition broadens the concept of perceived power between students, which may create implementation challenges for staff and administrators during investigations. The committee directed that training be provided for administrators and staff and moved that change forward without a second reading so it can be adopted promptly ahead of the new legal effective date.

The committee reviewed a revised policy for the disposition and digitization of original records in light of guidance from the Connecticut State Library Office of Public Records Administrator dated 06/04/2024. That guidance reverses earlier direction and no longer permits agencies to rely solely on internal digitization policies in lieu of obtaining disposal authorization. The committee had no substantive objections to the rewrite and agreed to rescind and replace the current policy, waiving a second reading.

On employment-screening policy changes, the committee reviewed updates to the security check and fingerprinting policy (retitled in the packet as employment and student teacher checks). The revisions reflect a change described in the packet as "Public Act 20 four-forty 1" and clarify obligations under the Fair Credit Reporting Act, including providing prospective employees a reasonable period to dispute background-report information before a final employment decision. The committee recommended rescind-and-replace but opted to carry that item forward for a second reading because of timing in the hiring season and to ensure the board has the updated language before hiring ramps up.

Other policy matters advanced or scheduled: the committee agreed to replace older curriculum policy language with a curriculum development policy (pairing 6,070.1 with repeal of 6,070.2) and to move a model online-course policy (cleaning pandemic-era language) and a revised school-naming/renaming policy into the appropriate policy series. Some items were approved to proceed immediately (rescind-and-replace with second-reading waiver); others were set for a two-reading adoption process.

Implementation and budget notes

Committee members highlighted one implementation implication of the school-climate policy: the model language states the district "shall in its discretion allocate sufficient funding" to meet policy requirements, but the packet and discussion made clear the state model does not provide additional funding. Committee members said the district will have to allocate training and assessment costs from existing professional development or other district lines.

What happens next

Items that were waived for a second reading can be placed on the board agenda for final action sooner; items set for two readings will return to the committee or full board for the scheduled second reading prior to final adoption. The committee adjourned after the policy review.
