The proffers accepted by the commission keep the existing peak particle velocity limit of 0.1 inches per second at the nearest seismograph and do not change the quarry’s permitted number of blasts per week or truck counts, but remove the earlier 15,000-pound cap on total explosives per shot in certain phases. Planning Director Jad Webb presented the request and the staff recommendation for approval.
