Council approves CDBG amendments; consent items and sanitary district consent pass unanimously

The Camarillo City Council on March 12 approved amendments to the Community Development Block Grant (CDBG) annual action plans for 2024–25 and 2020–21 and approved routine consent items.

Erin Le of Veronica Tam and Associates, the city's CDBG consultant, told the council the 2024–25 amendment reallocates previously identified savings and transfers affordable housing acquisition funds to a transitional home acquisition project. The 2020–21 amendment reallocates unused CARES Act (coronavirus) special funding to a new contract with the Society of St. Vincent de Paul for emergency rent and utility assistance. "HUD allows for amendments to action plans as needed to best serve the community," Le said.

The council opened the advertised public hearing, heard no public comment and then voted to adopt staff's recommendation. The mover of the motion was not specified in the public record excerpt; one council member said, "I'll move staff's recommendation," and another offered a second. The roll-call vote recorded Councilmember Martinez Bravo: Yes; Councilmember Tremblay: Yes; Vice Mayor Tennyson: Yes; Mayor Kildee: Yes. The tally was 4–0 with Councilmember Santangelo absent.

Earlier in the meeting the Camarillo Sanitary District board reconvened and approved its consent calendar items A, B and C on a 4–0 vote. Later, the city council approved its consent calendar by unanimous vote with one absence.

There was one closed-session item that the council said had been discussed and that the body would return to closed session for a second matter; the city announced there was no reportable action from the first item.
