Cobb County opens six solicitations; vendors read for water, sewer, road, transit and parks projects

Cobb County Procurement Services opened six solicitations on March 13, 2025, publicly reading vendor responses for projects that include an HVAC replacement at the South Cobb Water Reclamation Facility, a Noonday Creek sewer upgrade, roadway work at Chastain Meadows Parkway, a transit fuel tank and park lighting repairs. Cameron Eveler, senior procurement specialist, read the responses and said, “We have 6 solicitations to be open today.”
The bids included three vendor offers for ITB T3026, the South Cobb Water Reclamation Facility influent lift station HVAC replacement, a solicitation that was postponed from Feb. 27, 2025. Max Air Mechanical submitted $4,459,171; IHC Construction submitted $5,275,000; and Reeves Young submitted $5,822,000. Bid bonds were recorded as included with each response.
Procurement staff also opened RFP 25-6877 for methane, groundwater and surface-water monitoring and reporting services for the Department of Sustainability, Waste, and Beautification; because that procurement is an RFP with qualitative factors, officials read only vendor names: Advanced Environmental Management, Inc.; Atlantic Coast Consulting, Inc.; Atlas Technical Consultants, LLC; Oasis Construction Services, Inc.; SMME, Inc.; and Terracon. That RFP was also postponed from Feb. 27, 2025.
For B2117, an ITB for roadway work at Chastain Meadows Parkway at Noonday Creek for the Department of Transportation, CW Matthews Contracting Company bid $500,950 and Tidwell Construction Company bid $327,696.14; bid bonds were included. For S3046, an ITB for the Noonday Creek Trail at Cobb Parkway sewer upgrade (water system work), HD Excavations and Utilities LLC bid $1,951,264.55; Kilometers Davis Contracting Company, Inc. bid $2,597,453.20; and Site Engineering, Inc. bid $4,471,641.
CO Bid 25-6883, an ITB for a CobbLinc transit fuel tank, drew two bids: Veterans Fuel Management LLC for $120,002.70 and Guardian Fueling Technologies for $148,228.69. The final solicitation opened was 25-6885, an ITB for light pole removal/replacement, relamping of field lighting and electrical repairs for the Parks Department; officials read vendor names only: All Star Lighting; Bell Electric Services, LLC; NGT Group LLC; and West Georgia Lighting.
No awards or contract approvals were announced at the opening; procurement staff said preliminary bid results and later bid awards, once approved, will be available on the county procurement website and the OpenGov portal. Procurement Services noted the next regularly scheduled bid opening is March 27, 2025.
The items read during the opening represent offers and proposals; county staff will evaluate responses under each solicitation’s terms before any contract is recommended for award, and any final awards will be subject to the county’s approval processes and applicable bonding requirements.
