Mound City Council approves consent agenda, adopts new signage ordinance

The Mound City Council on March 11 approved its consent agenda, including variances for three properties, a public gathering permit, and an ordinance that repeals and replaces chapter 119 of the Mound City Code relating to signage.
Council also approved the planning commission’s 2025 work plan and project list as part of the consent items. The council approved items A through G and J by roll call, and later restored and separately approved consent items H and I so the signage ordinance could be considered and published by title and summary.
The ordinance replacing chapter 119 rewrites the city’s sign rules to organize regulations by sign type (temporary or permanent), by location and size, removes content-based restrictions (for example, rules specific to garage sale or real estate signs), clarifies how sign area is measured, adds standards for dynamic display signs and for murals, and eliminates the separate permit requirement for many temporary signs while retaining enforcement authority.
During discussion, council members said the changes were primarily clarifying text updates. Council member McEnany and staff noted that the planning commission had recommended the updates and that planning staff would appear at a future meeting to walk through redline changes if council members wanted more detail.

Council comments and staff notes indicated the signage update was primarily a reorganization and language clarification rather than a wholesale policy change. Staff offered to provide strikethrough/redline versions at a future meeting for members who wanted to see exactly what changed.
