Jason Fink said the LERTA alignment "helps the developer" by providing partial tax relief on the new assessed value for improvements, rather than abating existing taxes. He noted both the City of Williamsport and the Williamsport Area School District have approved similar measures and that the county action aligns timelines through Dec. 31, 2026.
Where staff provided budget context, they said several items are budgeted for 2025 and some agreements (for example, ALS Global) would be used only as-needed or as backup, with expected expenditures far lower than the aggregate menu price listed in vendor documents.
