Childers said the program requires annual mandatory training with classroom and field sessions and that volunteers adopt a single preselected public site (the county asked for five‑ to ten‑year commitments for private property sites). Monitors visit their site once a week for 10 weeks beginning the program’s start date (this season’s window began March 9), record site conditions (water presence, visibility, obstructions) and report confidence levels so staff can validate entries. Childers said 31 of 33 preselected sites had been adopted by volunteers at the time of the meeting.
The program uses a simple validation procedure: if conditions preclude a reliable observation — for example very turbid water, a cyanobacteria bloom, floating vegetation or a dry bed — volunteers do not conduct the survey and note the reason. County staff will perform random site checks for quality control and will investigate unusually large counts reported for public, non‑private sites.
