Canton completes DESE corrective action for special-education monitoring; files and timelines strengthened

District student‑services staff told the school committee on Feb. 27 that Canton Public Schools completed a corrective action plan following a Tiered Focus Monitoring review by the Massachusetts Department of Elementary and Secondary Education (DESE).
DESE reviewed the district’s practices in the 2023–24 cycle under the Group A standards, which focus on student identification, evaluations and IEP development. The department found three standards that were partially implemented: Special Education Standard 2 (required assessments, including Ed A and Ed B forms), Special Education Standard 9 (timelines for evaluations and meetings) and Special Education Standard 18B (timely issuance of proposed IEPs and placements).
District staff described a layered corrective approach: retraining team chairs and student‑services staff in August, conducting training for general‑education teachers about their role in completing required Ed A/B forms, drafting a Canton Special Education Handbook to standardize procedures, and instituting an internal records‑review process. Staff said they performed two internal records reviews (November and a February review submitted with the final progress report) sampling initials and re‑evaluations at each building to confirm timelines and file completeness.
DESE had asked the district to reconvene teams for three students whose files lacked required Ed A/B documentation; two of those students were no longer enrolled in Canton and one team reconvened and completed the required documentation. The district also corrected how it counts timeline days after DESE clarified that the IEP meeting date should be counted as day 1 for the 10‑school‑day requirement to issue a final IEP.
Staff submitted the final progress report to DESE the day before the committee meeting; as of the Feb. 27 meeting DESE had not yet returned a formal response on that submission. The district said it will await DESE’s review and is prepared to accommodate a DESE on‑site records review if requested. Meanwhile, the committee heard the district’s account and praised the staff’s training and review work.
