Salary board creates layered fiscal‑operations positions for CYS and mental‑health offices to align with union contract

The Lawrence County Salary Board on March 13 adopted two near‑identical resolutions to align job classifications in the Children & Youth Services (CYS) and Mental Health & Developmental Services (MHD) departments with a recently renewed collective bargaining agreement.

Resolution 23 creates three levels — Fiscal Operations Officer 1, 2 and 3 — with five slots at each level for CYS, and eliminates the prior single‑level fiscal operation officer positions; the net number of filled positions in the office will remain capped at five. Resolution 24 makes the same change for the MHD office, with counts adjusted to reflect that office’s staffing levels.

County staff explained the change is a technical implementation required so employees can move between levels (1→2→3) under the new contract’s promotion criteria. Director representatives and the county solicitor characterized the measures as administrative steps to ensure the county remains in compliance with the union agreement; the resolutions do not alter pay rates, which are established by the collective bargaining agreement with the union.

Both resolutions drew brief discussion from the board and department representatives. The board approved both measures by roll call vote; all members present voted yes on each resolution.

The action creates the classification slots that allow internal promotions but maintains the existing limit on the number of individuals who may hold the fiscal positions in each office.
