Jackson Madison County board approves East Elementary traffic-relief project after extended debate

The Jackson Madison County School System (JMCSS) board voted to approve property improvements at East Elementary School intended to reduce traffic congestion and improve drop-off/pick-up safety, with the motion stipulating that Madison County funds be expended first before JMCSS funds if appropriate in fiscal year 2025.

Board members debated whether the project had followed the district's committee and long-range planning policies and whether the board was procedurally bound to wait for formal county funding commitments before acting. The board approved the motion in a roll-call vote, with the majority voting yes and two members voting no.

The motion directed staff to proceed with engineering plans “that accommodate more vehicles on the property” and to prioritize county funding for planning costs before using school-system funds. Proponents said the project addressed an ongoing traffic hazard at the school and argued that delays could prevent construction during the summer window when work can occur without interfering with classes. Opponents said the project skipped the long-range planning process and could preempt other capital priorities.

Attorney Dale Thomas told the board that not every item to reach the board historically has gone through every possible committee and that the board has the authority to suspend rules; he also advised that failure to send an item through every committee would not necessarily violate policy. Board members who pressed for procedural compliance cited Policy 1.3012 (long-range strategic planning) and said the item should have been vetted in that committee first.

Superintendent remarks recorded in the meeting said he had delegated the project to administrative staff and endorsed work focused on student safety. County representatives reportedly discussed contributing planning funds; the motion as adopted prioritizes use of Madison County funds for planning before JMCSS funds are expended.

The motion passed in the roll call taken after the discussion. The board will move forward with engineering and planning; the decision leaves the district responsible for prioritizing the project relative to other capital needs depending on final funding agreements.

Meeting observers and several board members said the project was time-sensitive because construction needs to take place when school is not in session. The board did not adopt a construction schedule in the motion; subsequent details and any contract awards will require administrative follow-up and likely additional board approvals.
