At the March meeting the City Council took several formal actions after public hearings and staff presentations.
Salary schedule and AB 2561 report
The council received the annual report required by Assembly Bill 2561 on employee vacancies, recruitment and retention and adopted organizational changes and a non‑safety salary and wage schedule. City staff recommended several reclassifications (for example, senior administrative assistant to business license technician and community engagement coordinator) and proposed new office assistant positions; staff said the changes would yield an estimated fiscal‑year 2025–26 budget savings of roughly $20,500. Reclassifications were to be effective March 23, 2025.
Council action: By unanimous roll call vote the council approved all three items (receive and file the AB 2561 report; approve job descriptions for reclassification and new positions; and adopt Resolution No. 2025‑11 approving the salary and wage schedule for non‑safety employees).
CDBG allocation for accessibility projects
Staff reported that Riverside County offered a Community Development Block Grant (CDBG) allocation for FY 2025–26; the city solicited nonprofit applications for a 15% set‑aside but received no qualified applications. Staff asked the council to authorize allocation of the full city CDBG share (approximately $22,000) for city accessibility projects identified in a previously completed ADA accessibility report (for example, an automatic exterior door opener for City Hall).
Council action: The council adopted Resolution No. 2025‑12 authorizing allocation of the FY 2025–26 CDBG funds to the city for accessibility projects (unanimous roll call vote).
TUMF participation and fee schedule (introduction)
Staff introduced Ordinance No. 251 to update the city’s participation in the Western Riverside County Transportation Uniform Mitigation Fee (TUMF) program and presented a 2024 nexus study from WRCOG. The ordinance would supersede Ordinance No. 182 and adopt an updated TUMF fee schedule.
Council action: The council introduced Ordinance No. 251 and adopted Resolution No. 2025‑13 adopting the updated TUMF fee schedule (vote by roll call to introduce/adopt the resolution; all present voted in favor).
Consent calendar and other votes
The consent calendar was approved (motion to approve the consent calendar without Item 2 carried by roll call vote). All recorded votes for the items above were unanimous in favor.
