Pueblo West board approves design contract for Civic Center Trail Phase 1

The Pueblo West Board of Directors approved a resolution to enter a professional services agreement with Short Elliott and Hendrickson, Inc. for design of Civic Center Trail Phase 1 (TAP MO 87-015).
Parks and recreation director Cheryl presented the project background, saying the Transportation Alternatives Program grant application was submitted in 2023 and the district was awarded the grant in February 2024. “There is no match on this grant. So it’s fully funded,” Cheryl said, and staff recommended the board sign the resolution and agreement so design can proceed.
The trail will connect to the Joe Martinez trail currently under construction and run down into Civic Center Park to the playground, pavilion and skateboard park. Cheryl said the design will add sidewalks so event attendees will not need to walk in the roadway, and staff is planning placement of a dog park adjacent to the skateboard area.
Board members asked clarifying questions about the TAP program and grant status; Cheryl confirmed the grant is a no‑match award and said staff will return with a separate request for Phase 2 grant support. After discussion a motion to approve the resolution and services agreement was moved and seconded; the chair called for the vote and the motion carried with all members present voting in favor.
The vote followed an ordinary motion-and-second procedure; no roll-call vote listing individual votes was recorded in the public transcript. The agreement will allow staff to begin consultant-led design and return to the board with bidding documents when ready.
