The Brighton City Council on March 4 approved a resolution to adopt an annual proclamation recognizing the National Western Stock Show and encouraging keeping holiday lights on during the event, but one council member opposed the language.
City Attorney Calderon presented the resolution as a ceremonial measure to create a proclamation that council could bring forward each November or December to recognize the Stock Show and encourage leaving holiday lights up for visitors. Calderon stressed that a proclamation is not regulatory and does not legally require residents or the city to keep lights on.
Council Member Green repeated objections he raised at a prior study session, saying the draft language — which included specific dates for next year’s event (Jan. 10–Jan. 25) — risked binding the city in a manner that would be impractical during severe weather or storm cleanup. Calderon and staff said the proclamation is nonbinding and that operational discretion remains with municipal services to remove lights for safety reasons.
Council Member Pawlowski moved to approve the resolution; Council Member Tadeo seconded. The motion passed on roll call, 7–1 with one member absent. Green recorded the lone no vote.
The resolution establishes a standing ceremonial proclamation for future winters; it does not change code or compel action by residents or city crews.
