Brighton council narrows formal solicitation for fleet purchases to three-quote process

The Brighton City Council on March 4 amended the city’s procurement approach for fleet vehicles and equipment to allow purchases via a three-quote competitive process instead of a full formal solicitation.
Kelsey Archuleta, the city’s procurement and contracts manager, told council that the change responds to current market conditions and is intended to replace a prior waiver approach. Archuleta said council previously approved a waiver of solicitation for fleet vehicle purchases in 2023 and a waiver covering 2024; the new approach would not be a waiver or a single-source approval but would permit procurement through the collection of three competitive quotes rather than a lengthier request-for-proposals process.
Archuleta emphasized the method remains competitive and would not permit sole-source purchases. Council member Pawlowski moved to approve the municipal code amendment to formal solicitation language; Council member Fiddler seconded. The motion passed on roll call, 8–0 with one absence.
The change modifies the city’s formal solicitation practices for fleet assets; staff and the procurement office will implement the three-quote procedure and return to council if additional policy changes are recommended.
