Brighton council approves United Power easement to serve Luxe Reservoir pump station

Brighton City Council on Feb. 18, 2025 voted to approve an ordinance granting United Power Incorporated a permanent, nonexclusive 10-foot utility easement to provide electrical service to the Luxe Reservoir pump station. The motion passed by roll call, 7 yes, 0 no, with one member absent and one recorded as a refusal.
The easement will allow United Power to bring temporary and permanent electrical service to the pump station that will deliver nonpotable water. “This evening before you, I have the Luxe Reservoir electrical easement,” Utilities Director Scott Olsen told council, and he summarized the project timeline: the design contract was awarded in February 2022, a construction services contract was awarded Oct. 15, 2024, and construction of the access road, pump station parking lot and regional trail is ongoing. Olsen said staff expects those elements to be completed in early 2026.
During council questions, Council Member Snyder asked whether the line would be underground or overhead. Olsen answered, “It’s gonna be underground.” Mayor Pro Tem Padilla moved the ordinance; Council Member Pulaski seconded. After brief procedural remarks the council took a roll-call vote and approved the ordinance 7-0, with one absence and one refusal recorded.
Staff and council framed the measure as a project-delivery step: authorizing the easement allows United Power to install the electrical infrastructure needed for pump-station operations. The ordinance also authorizes the city manager to execute the easement on behalf of the city.
The council did not record further conditions or amendments to the easement in the meeting minutes. Construction and site work will continue under the contracts previously awarded, and the electrical installation will proceed under the terms of the granted easement.
