Downtown Alliance proposes $80,000 Wilcox streetscape investment; DDA to cover cost

The Castle Rock Downtown Alliance on March 4 asked the town council to allow the Downtown Development Authority to fund an $80,000 streetscape upgrade on the west side of the 300 block of Wilcox Street, adjacent to the historic county lawn.
Kevin Tilson, director of the Downtown Alliance, said the DDA and the Downtown Merchants Association operate under the alliance umbrella and that the DDA is a special tax district that can contribute to downtown infrastructure. Tilson described a streetscape-pallet document created in 2023 intended to standardize materials and finishes used whenever public or private work disturbs downtown sidewalks and landscape features.
The alliance's top priority in that pallet is the strip of right-of-way in front of the county lawn, currently a dirt strip that is repeatedly disturbed during events and by weather. Tilson proposed replacing that area with pavers and cobble consistent with existing streetscape materials and noted the project could tie into national and state anniversary commemorations with a commemorative paver.
Tilson said the DDA would fund the $80,000 cost and recommended that the town's Parks and Recreation Department manage the project with its selected contractor. The alliance hopes to complete the work in 2025.
Council members thanked the alliance and signaled support; no formal council action was required that night but staff said the item was an update and an opportunity for questions before project delivery discussions and contract approvals, if needed.
