The City Council on March 11 approved a resolution authorizing architectural and engineering design services with Anderson Mason Dale Architects (AMD) for the new Broomfield Police building through completion of construction documents.
Director of Community Development Katie Allen said the selected site is the northwest corner of the city campus (near the solar canopy area at Third Avenue and De Combs Drive). The conceptual building massing covers secure fleet parking, a vehicle bay exit to Third Avenue, solar canopy canopies and mechanical screening; parking demand drove the site selection, Allen said.
Nut graf: The schematic estimate presented to council shows an average conceptual construction cost of about $852 per square foot, yielding a construction estimate of about $203 million for the proposed facility; the approved design amendment for schematic through construction documents is $4,688,600 and staff anticipates a later amendment for bidding, construction administration and closeout of roughly $1.9 million.
Allen said the building will be designed to meet Colorado’s low energy/low carbon code with electrification, an enhanced envelope and renewable energy systems under consideration. She said the project will not pursue LEED certification to avoid incremental certification costs but that energy‑efficiency strategies required under the state code will be implemented.
Schedule and cost: Allen told council the design and permitting phase is estimated at 12–14 months, with construction estimated at 17–18 months; council will see the schematic design package and a construction‑manager/general‑contractor (CM/GC) preconstruction contract if it exceeds $200,000. The council voted to approve the design amendment in a unanimous recorded vote.
Ending: Allen said the project team will return at the schematic stage with more detailed costs and options and that the city will pursue preconstruction cost input from a contractor prior to a guaranteed maximum price (GMP) bid process.
