Council hears detailed plan for 2025 pavement maintenance, approves related contracts on consent

Public Works Director Dan Siler told the Castle Rock Town Council on March 4 that the town is pursuing a multi-pronged pavement maintenance program for 2025 designed to maximize pavement life-cycle value and keep the town's road network in good repair.
Siler reviewed a five-year rotation for secondary streets, targeted treatments (curb, gutter, sidewalk replacement, asphalt patching, crack sealing, mill-and-overlay, slurry seal) and an overall approach aimed at keeping an average pavement life near 35 years. He said the town budgeted about 87% of the theoretically optimal funding and expects high bid competitiveness this year, leaving contingency funds to be reallocated back into additional scope.
Siler presented the planned 2025 central-region work, the contract budget summary and a request that the town manager and finance director be authorized to reallocate funds among the pavement-maintenance program (PMP) contracts to speed project delivery. He also described required night work for some markings and capital projects, and asked council for a temporary noise-ordinance variance to accommodate nighttime operations to reduce traffic impacts; staff said the town has successfully offered hotel lodging to a small number of residents who request relocation during night work.
Council later approved a consent calendar that included a set of contracts supporting the PMP: asphalt overlay, full-depth reclamation, curb/gutter/sidewalk work, slurry seal, facility parking-lot improvements, bridge rehabilitation, pavement-marking services, and authority for nighttime construction variances and fund reallocations. All consent items passed on a single unanimous roll-call vote. Public Works said the PMP aims to complete work by October and bridge work by August, with additional fund adjustments to be presented via a first-quarter budget amendment where required.
Siler also noted the town will inspect bridges under 20 feet with a consultant and recommended some bridge-deck and ADA improvements at Castle Rock Parkway over US 85 and deck repairs at Fort Plum Creek Parkway over the Union Pacific Railroad.
Council members asked about specific local routes and CDOT-maintained bridges; staff said they would continue to press CDOT on prioritized repairs and coordinate additional maintenance where the town is responsible.
