Leonardtown introduces Ordinance 227 to restart 10-year comprehensive plan review; hearings scheduled

The Leonardtown Town Council on March 10 introduced Ordinance 227, the town's draft 2025 comprehensive plan, and set public hearings on the document as part of the statutory update process.
Mike Vale of the planning department told the council the planning commission will hold a public hearing on the draft plan at its March 17 meeting at 4:15 p.m., and the council will hold its public hearing on April 10. Under Maryland law, the town must adopt and review a comprehensive plan at least once every 10 years; council staff said Leonardtown's last review cycle dated to 2010 and the town has been working on the plan since 2019 as part of downtown planning work.
Janine (presenter for the public hearing) was not at the March 10 meeting; staff said planning and zoning will make recommendations following the planning commission hearing and the state and county review comments are due as part of a 90-day review period. The ordinance was introduced for the purpose of scheduling the required public review and formal adoption process.
Why it matters: The comprehensive plan sets long-range land-use goals and informs local zoning, capital projects and grant applications. Holding the required hearings moves the town back onto the 10-year review cycle.
