Leonardtown council approves outdoor seating on Fenwick Street and awards five-year waste contract

The Leonardtown Town Council on March 10 approved an outdoor seating platform that will occupy two parking spaces on Fenwick Street and awarded a five-year municipal solid waste and recycling contract to WB Waste Solutions.
The outdoor seating approval covers two vacant commercial units at 41654 and 41656 Fenwick Street owned by Jim Hiles. Town Administrator Michelle said a building permit has been submitted for a 273-square-foot composite deck surrounded on three sides by a 36-inch aluminum railing. Staff told the council the seating area will be built over two existing parking spaces and that restriping and a planned brick bump-out would reallocate nearby spaces so the town would not lose net parking. "The outdoor seating would allow for dish additional seating capacity needed for restaurants use as well as to add vibrancy to the Fenwick Street District," Michelle said.
Owner Jim Hiles described construction progress and target openings for tenants. "They start, paying on their leases in June, and they're responsible for their goods. And we're, it's on a project restored grant, so they're required to be open by December 31 this year," Hiles said.
On the municipal solid waste contract, Michelle summarized the town's competitive bidding process and recommended awarding the contract to WB Waste Solutions. The requested-for-bid was advertised Jan. 23, 2025; bids were due Feb. 28, 2025; the contract term will run July 1, 2025, through June 30, 2030, with the town holding an option to extend for two additional two-year periods. Michelle told the council WB's submitted unit prices were lower on the items the town uses most and that the company has provided reliable service in the past. "WB has been extremely cooperative and, worked with us even on the weekends. I mean, Tom is here and he actually gets our phone this phone blows up. He'll answer at any time and and try to help us out. And I think, our residents get very good service," Michelle said.
Council members also approved the minutes from the Feb. 10, 2025 meeting.
