The vote followed many hours of public comment focused on traffic and pedestrian safety at the Duffield Avenue / 50th Street corridor.
Under the approved first-reading ordinances the PUD is amended to allow up to 335 dwelling units and to terminate an older annexation agreement that is now obsolete. The project mixes multifamily rental housing and single-family homeownership options: the Loveland Housing Authority will deliver apartments, Habitat for Humanity and Mission Homes will deliver deed‑restricted homeownership and other builders will build additional single-family product and duplexes to serve 30–120% of area median income (AMI), depending on product type.
Developer and project leaders said the plan preserves wetland areas, increases housing diversity and incorporates a 75-foot buffer between new lots and the existing Alfred Meadows neighborhood.…
