Commission issues order of conditions for 19 Roosevelt Avenue addition and ADU, held contingent on revised erosion/dewatering plan

The Peabody Conservation Commission voted March 12 to approve an Order of Conditions for proposed additions at 19 Roosevelt Avenue — including a garage and an accessory dwelling unit (ADU) — but the commission conditioned final signoff on receipt of a revised plan that shows erosion controls, a dewatering detail and the location/removal of a large maple tree.
Homeowner Matthew Morrissey presented the plan with his wife Maria Morrissey. The larger right‑side addition will include a garage at street level and a separately accessed ADU measuring about 17 feet by 27 feet; the applicants said the addition sits just over 50 feet from the wetland behind the neighbor’s lot. The project also proposes replacement of existing sonotubes under an enclosed porch and three additional sonotubes to support a new deck adjacent to the addition.
Commission staff asked that sediment and erosion controls be shown on a revised plan and said the commission will not release the order of conditions until staff receives and reviews the revised drawing. Commissioners recommended compost‑filtration logs rather than hay bales and asked that the surveyor add the erosion‑control line and the to‑be‑removed quadruple‑trunk silver maple to the plan so staff can confirm limits of disturbance. Staff also advised the applicant to be prepared with dewatering measures if groundwater is encountered during foundation excavation.
Vote details: Vice Chairman Michael Rizzo made the motion to issue an Order of Conditions contingent on the revised plan; Commissioner Amanda Green seconded. The motion passed by roll call 5–0. The commission specified the order will be held until the agent receives the revised plan showing erosion controls, the tree removal note and a dewatering detail.
The commission instructed staff to provide the applicant a list of recommended erosion‑control products/vendors and to withhold permit signoff until erosion controls are installed on site and the revised plan is accepted.
