The Peabody Conservation Commission approved a minor permit request on March 12 for a second‑story addition at 46 Outlook Avenue, concluding the project will not expand the building footprint and lies more than 50 feet from mapped wetlands.
Commission staff noted the applicant owns two contiguous lots and that work will remain on the documented footprint. The commission approved the project with standard conditions, including a prohibition on stockpiling or dumpsters in the rear yard and the requirement that erosion controls (where needed) be located at the front of the site. The motion to approve passed by roll call 5–0.
Commissioners discussed the assessor’s mapping and property lines briefly but accepted staff’s representation that the two contiguous lots are under the same ownership and that the addition will not alter wetland buffers. The commission also confirmed that the work involves no earthwork beyond typical foundation adjustments and that the footprint will not change.
