Airport staff told the Logan-Cache Airport Authority Board that the airport has received FAA- and military-grade firefighting foam for its Aircraft Rescue and Firefighting (ARFF) truck after a vendor error delivered the wrong chemical mix earlier this year.
Staff described a sequence of events: the airport had older triple-F foam on the ARFF truck that the state had budgeted to dispose of due to firefighter health concerns; disposal for Cache Valley was expected to cost more than $60,000. To return the ARFF truck to service quickly, staff temporarily loaded four 55-gallon drums of the incorrect foam into the ARFF truck. After negotiations the vendor agreed to take back eight 55-gallon drums of the incorrect foam and reimburse roughly $10,800 for that shipment; the authority repurchased correct FAA/military-grade foam at a cost of $16,940 and said calibration for the foam would cost about $3,500.
Airport staff said the incorrect foam that was returned will be repurposed for training rather than used operationally. The authority noted that the $16,940 purchase and calibration costs will be charged to Part 139 operational expenses (Part 139 refers to FAA airport certification standards). Staff concluded the manager’s report saying the ARFF truck is back in service with the correct foam but that paperwork and accounting remain to be completed.
No formal board action was recorded on the foam matter; the board received the manager’s report and asked clarifying questions.
