Senate Bill 838, taken up March 12 by the Senate Judiciary Committee, would exempt certain Oregon State Parks procurements from the public contracting code when the contracts are for advertising, communications and outreach about state recreational sites and resources. The introduced measure also created a limited exemption for advertisements and promotions of agricultural manufactured products under Department of Administrative Services printing controls.
The dash-1 amendment presented in committee would broaden the exemption to fully exempt Oregon State Parks contracting activities from the public contracting code except as to surplus property. Committee staff said the amendment applies to procurements by Oregon Parks after the bill’s effective date and indicated minimal fiscal and revenue impacts.
Senator Thatcher moved adoption of the dash-1 amendment; the committee adopted the amendment on a roll-call vote and then voted to move the bill to the Senate floor with a due-pass recommendation. Senator Thatcher and Senator Rosansky agreed to carry the measure forward as appropriate.
