Tommy Kolovic, a resident of 1316 Ohio Street, used the public-comment period on March 11 to ask the Board of Zoning Appeals to set an opening hour for a newly approved tattoo parlor, saying a 10 a.m. opening would prevent late-night arrivals. Kolovic also raised a separate concern about a portable sign advertising the Bloomery cannabis dispensary that had been parked on a flatbed near Franklin Road, saying portable signs are prohibited under "19.05, subsection m" and that the sign had been placed near city thoroughfares.
Director of Public Works Wendy Vache acknowledged the complaint during the public-comment period, saying the matter had been shared with city staff and code enforcement and that the city would coordinate an internal response. Vache noted the complication that some signs sit outside city limits in Cool Springs Township but then appeared in locations visible from city streets; she said departments are working to improve internal information sharing so the city can present a united response.
Kolovic’s request that the board add an opening-hour condition was noted during public comment but the board’s formal adoption of the petition’s decision included only a 10 p.m. closing condition; no change to opening hours was made at the meeting.
