Britney Douglas, owner’s representative with Envoy, told the Howard County Board of Commissioners the evaluation committee reviewed three RFPQ responses for the new county jail and interviewed each respondent before making a selection recommendation.
Douglas said the committee focused on technical skills, project experience, team composition, project approach, pricing and timeline. Based on those criteria, the committee recommended Garmong to serve as developer — and as construction manager under the proposed build-operate-transfer (BOT) delivery approach — because of Garmong’s BOT experience and a team the committee judged to have strong jail and public-safety experience.
Douglas presented the committee’s recommendation and commissioners voted to take the matter under advisement until the next meeting on March 17. The transcript records the board’s unanimous verbal approval to take the recommendation under advisement; no formal developer contract was approved at the meeting.
Alan (county staff) thanked the committee for its work; commissioners praised the evaluation process. Commissioners did not enter negotiations or sign any agreement at this meeting; the item remains under advisement for the March 17 session when commissioners will consider next steps.
