Rockingham County commissioners approve routine contracts, payroll and reimbursements

The Rockingham County Board of Commissioners unanimously approved a slate of routine items during its March 13 meeting, voting to authorize facilities reviews for grease trap and lift-station services, approve surplus equipment under New Hampshire RSA 28 8 a, and accept payroll and several reimbursements and line-item transfers.
The actions included approval of payroll expenses totaling $1,501,098.67 for the pay period ending March 8, 2025, and an accounts-payable warrant that included a Harvey Construction pay application listed at $3,562,464.03. Commissioners also approved a $4,769.90 amended reimbursement to Lamprey Healthcare Inc., several wellness-event expenditures (one capped at $800), and multiple small line-item transfers for long-term care services and the sheriff's office.
Board members said most items were noncontroversial. On the payroll motion, Commissioner Gadeau and Commissioner Tom Rallo were recorded voting yes; the meeting chair also recorded a yes vote. The warrant that included the Harvey Construction payment prompted questions from Commissioner Badu about a missing application-for-payment for S L Chase Welding and Fabrication and about approximately $48,470.79 in charges for which the board did not have receipts; county staff said they would follow up. Despite those concerns, the warrant passed.
The board approved declaring multiple county laptops and desktop PCs surplus pursuant to New Hampshire RSA 28 8 a and authorized facility staff to review and evaluate proposals for fuel services and fire-sprinkler testing. Commissioners also approved two wellness events organized by the county’s human-resources office and several housekeeping budget transfers recommended by department heads.
The meeting closed regular business and later entered nonpublic session under a state personnel provision; minutes from the nonpublic session were retained confidentially.
