Farm owner alleges procedural failures, removal from relocation program

Justin Quayle, who identified himself as owner of Pillsbury Family Farms, used public comment at a Lake County Board of Supervisors meeting to allege procedural errors by county staff and to say he has been removed from a county relocation grant program.

Quayle said he has been in a relocation process for two years and described failures in how paperwork was served to his property. “We found out that there was no service of paperwork on my gate,” Quayle said. He said those procedural gaps meant he could not access grant funds intended to cover demolition and relocation costs.

Quayle alleged he was removed from the relocation grant program after filing complaints he described as “double payment” concerns and that a county director in the community-development department had acted improperly. “There's a power problem when you have…directors saying it's their self determination that you don't deserve to carry the product,” Quayle said.

He told supervisors he has raised the matter with the Department of Justice and said he had been advised to contact the FBI while also consulting private counsel in Sonoma County. Quayle said he obtained his cannabis license “the legal way” and that he has been the most transparent cannabis farmer on every level.

The board chair acknowledged Quayle's remarks and asked him to use the county email address for future correspondence; Quayle agreed. No formal board action, vote or staff direction was recorded in the meeting transcript related to Quayle's comments.
