The Alamogordo City Commission approved a change order for the Tenth Street improvement project during its March 11 meeting, voting 6-0 to add water-line replacement and other work after crews found an aging asbestos-cement (AC) main.
Justin, a city project staff member, told commissioners the change order is part of the project scope but became necessary after contractors exposed and then saw the AC water line fail while preparing the subgrade. "About maybe 2 days later, water started exploding from the ground because it's that old AC line," Justin said. He said the water line currently sits about a foot below grade and the change order will replace it and “try to drop it lower” to roughly three feet below ground…
