Resident raises shoulder and rock concerns; county engineer reports on road maintenance and wind-project coordination

A resident, Tom Wagner, asked whether the county has set a date to take bids for renting county agricultural ground and raised concerns about shoulders and rock placed on county roads in prior work, saying some material was laid too flat and caused drainage problems.
Wagner told the board he observed shoulders up to 8 feet wide and questioned why excess material had been allowed; he said earlier rock placement intended to protect asphalt had been “laid wider than needed” and that slope errors left water on the road.
Page County Engineer JD King provided the road department update. “It’s finally spring day in Page County,” King said, and reported that crews are blading roads, hauling rock with four trucks, performing coat-patch work, cutting trees with chainsaws, and completing snow-operations cleanup. King noted a few equipment issues: a tandem unit with fuel problems and a sheriff’s truck with a CV-joint problem.
King also updated the board on bridge construction at the Essex North Bridal project, reporting concrete placement for the north pier cap is complete and that beam set for the center and north spans is next if the pier cap reaches strength; he said the deck may follow in late April or May weather permitting. King said the road department hosted MidAmerican Energy representatives to discuss a road-use agreement related to the China Hills wind project, and that zoning paperwork for the project is beginning to flow.
The board did not make a formal decision on shoulder or rock-placement policy at this meeting, but the resident’s remarks and the engineer’s report gave the board information to consider in future road maintenance and bidding conversations.
No formal votes were recorded on road policy; the board will consider bidding schedules for agricultural ground leases separately.
