Alpine parks board approves sending amended parks ordinance to city council with penalties and supervision changes

The Alpine Parks and Recreation Advisory Board voted March 12 to forward an amended parks ordinance to the Alpine City Council that adds enforcement language including a penalty of up to $500 and changes to supervision and tobacco/nicotine rules.
Board members said the ordinance, which amends Chapter 74 (Parks and Recreation), Article 2 of the Alpine Code of Ordinances, will go to the council and city attorney for review and then require two council readings and a public hearing before final adoption. “Once you all make a recommendation to approve, then after that, we will basically take the amended ordinance and send it to the city council and the city attorney for a period of 2 weeks to review,” a city staff member said during the meeting.
Why it matters: The change sets an explicit penalty for violations and clarifies rules the parks department enforces, and it will change how the city handles enforcement and fee-setting for parks facilities.
Board discussion focused on three main edits: the penalty language, the age and supervision wording for children in pool areas, and the definition or scope of prohibited tobacco and nicotine products. Members agreed to amend the draft so the supervision language references age 13 in place of the prior age language, while retaining “adult person” language in the ordinance as 18 years of age or older. A board member made a motion to amend the original recommendation and it was seconded; the board approved the amendment and then approved the original motion as amended by voice vote. “I make a motion to amend our original motion, to approve the recommendation… with the changes that we just made,” a board member said; another board member seconded it. The board then voted, “All in favor? Aye. Motion carries.”
The board also discussed clarifying the ordinance’s reference to nicotine and tobacco so that vaping and other noncombustible nicotine products are covered consistently with smoking and dipping rules; members asked staff to monitor compliance and report back over the summer.
Next steps: Staff will send the amended ordinance to the city attorney and place it on the city council agenda for two readings and a public hearing; the board noted the ordinance will be published in the paper and posted on the city website after council action.
