Council approves 20‑year fiber lease with Arapahoe County and 5‑year disaster‑recovery agreement

City senior strategic advisor Wyatt Peterson presented an intergovernmental agreement (IGA) on Feb. 18 under which Arapahoe County would lease 12 fibers on the city’s fiber network for 20 years and Centennial would lease 12 fibers on the county/Littleton route and receive access to a disaster recovery site at the county administration building for 5 years.
Peterson told council the arrangement stems from a Littleton/Arapahoe County fiber construction project that will run a new route from the County Administration Building to Centennial; the County will own half the fibers on that new route and the city will lease an interconnection to enable a disaster recovery site at the county building. City staff used the city’s published Fiberwerks schedule and private quotes for disaster‑recovery hosting to value the exchange; staff summarized the net payment from the county to the city as roughly $134,000, to be paid in three installments over three years.
Peterson said the IGA would deliver revenue to the city, provide a geographically separated disaster‑recovery site (the city’s current backup is housed at Public Works), and fulfill an objective in Centennial’s 2016 fiber master plan. Council member Holt asked for technical details about strand counts; Peterson said the Lafayette/Littleton build will include 432 strands and that Arapahoe County and Littleton will own half of the new route’s fibers.
Council voted to approve Resolution 2025‑R‑08, authorizing the fiber lease and disaster recovery IGA. Mayor Pro Tem Tammy Mauer moved approval; Council Member Holt seconded. The council recorded a 9‑0 vote in favor.
Staff said construction is expected to go to bid soon with completion anticipated by October, after which IT staff will provision the disaster recovery site and interconnection.
