MPO staff updates board on FY2026 TIP timeline, FY2025 obligation deadline and project progress

MPO staff reported on the FY2026 TIP schedule, federal obligation deadlines for FY2025 funds, progress on county and city projects, bid letting results and an 18-month project list; staff said they expect to present the FY2026 TIP for adoption in May pending federal reviews.
MPO staff updated the Tippecanoe County MPO Policy Board in March 2025 on the FY2026 Transportation Improvement Program schedule, federal fund-obligation deadlines and several project statuses.
Tim, MPO staff member, said the MPO held a public meeting on the FY2026 TIP the night before and is addressing INDOT comments; staff is still awaiting reviews from the Federal Highway Administration and the Federal Transit Administration and is tentatively targeting adoption at the board's May meeting if federal sign-off is received. He warned that agency timelines are uncertain because of staffing changes at federal agencies.
Tim said the MPO must obligate FY2025 federal funds by April 24 and described contingency planning staff is pursuing so that projects that cannot complete procurement can be slid into FY2026 without losing funds. He said the MPO flexed FHWA funds to FTA for the Paramount Drive and Sycamore Parkway intersection improvements and has submitted a request for FEMA-related funding tied to the Sagamore Parkway project.
On project updates, Tim reported North Ninth Street in Tippecanoe County is on track for November 2025 funding, Morehouse Road Phase 1 opened to traffic in November and Phase 2 is proceeding as scheduled, and Yeager Road and McCutcheon pedestrian safety projects are in closeout. He said Lafayette's South Ninth Street phases are on track though some phases are on a tighter timeline, and West Lafayette's Soldiers Home Road project remains under close monitoring.
Tim also reviewed the February 12 bid letting, noting two bridge overlay projects received two bids each and were awarded to the low bidders under the engineer's estimate; Superior Construction was the low bidder on the U.S. 52 bridge deck overlay. He said several projects are appearing on the 18-month letting list for early 2026, including I‑65 pavement patching, signal projects and multiple U.S. 52 signal modernizations.
Scott, NDOT staff member, briefly confirmed small administrative details on project numbering and said recent let bids have returned favorable pricing.
No public comments were received during the citizen comment period. The board adjourned after a motion to adjourn carried by unanimous roll call.
