Marshfield approves $2.27 million rehab for northeast wastewater pump station and waives RFP requirement for engineer task order

The Marshfield Board of Public Works on Jan. 20 approved awarding a $2,267,000 contract to Staub Construction Corporation to rehabilitate the northeast wastewater pump station and authorized a task order to Strand Associates Incorporated for construction-related project management.
Mark Cavella, Wastewater Superintendent, told the board the northeast pump station was built in 1976 and handles roughly one-third of the city's wastewater flow. The planned work replaces the two remaining original pumps, implements wet well improvements and adds newly identified items that were not in the original scope, including replacement of pump suction valves and a wet well ventilation system. In response to a force main leak last year, staff also added an inspection vault to the scope; Cavella said the vault will allow a future, separate contract for a pipeline inspection device to assess the force main.
The project is listed in the city's 2025 capital improvement program as project 6017416 with a pre-additions estimate of $1,850,000; staff said the final cost is expected to exceed that estimate because of added scope. Cavella told the board the project will be paid from reserves in the wastewater 601 fund, which he said is funded through sewer user fees and not the city tax base.
Bids were opened Jan. 14. Staff recommended awarding the rehabilitation contract to Staub Construction Corporation as the low responsive bidder at $2,267,000 and authorized staff to execute contracts. The board approved the award by voice vote.
Strand Associates, the firm that provided design services, submitted a task order for construction-phase services that exceeded the dollar threshold in city policy 4.81, which requires an RFP for professional services exceeding $25,000. Staff recommended the board waive those procurement stipulations so Strand could proceed without delay. The board approved waiving policy 4.81 and accepted task order 25-01, authorizing staff to execute the agreement; the chair announced the motions carried by voice vote.
No roll-call tallies were recorded in the meeting transcript; motions were approved by voice. Staff said a separate inspection project for the force main will be presented to the council later this year.
