Orland Park approves $792,165 playground renovation contract; resident raises Eagle Ridge 3 concerns

The Orland Park Village Board on Feb. 18 authorized a contract with Landscape Structures Incorporated for playground renovations, approving a not-to-exceed price of $792,165, the village said.
Trustee Kompas moved to waive competitive bidding in favor of joint purchasing cooperative participation pursuant to contract number 010521-LSI and to execute a vendor contract with Landscape Structures Incorporated based on the company’s 02/05/2025 proposal for $776,632 plus a $15,533 contingency. The motion was seconded and passed on a roll call vote: Trustee Campos, Trustee Malani, Trustee Healy, Trustee Katsenas, Trustee Reardon, Trustee Radoshevski and Mayor Pico all voted aye.
A resident who identified himself as Pete Damod spoke during public comment about Eagle Ridge 3, saying he and other neighbors had not received adequate notice to participate in the design process and that the proposed plan appears to shrink the play space for older children in order to add a zip line. "It seems to be shrinking the actual older child playground significantly to make room for a zipline," Damod said. He asked that elements such as a large slide be retained and suggested adult amenities (tennis, pickleball or basketball) be considered.
Village staff member Joel said postcards were mailed to residents within 300 feet of the affected parks and that each mailing included a QR code linking to the design options; the Recreation Advisory Board reviewed the input on Feb. 4 and recommended the option shown to the board. Joel and another staff member, Ray, said the rec advisory meeting had no resident attendees and that the posted signage is typically installed at least two weeks before final decisions. Joel also noted that safety-zone requirements around equipment (swing and slide fall zones) can change the layout without increasing the overall footprint of a park.
During the discussion, staff explained the village has accelerated its park renovation schedule since 2020 and that this round represents the "middle range" of the five-year plan. Staff also said some larger multiuse facilities and adult-focused courts exist elsewhere in the village and that planned improvements this year include ten lit pickleball courts at Dugan Park alongside existing tennis courts.
The board discussion noted the limits of park footprints and budgets: officials said they cannot add major adult facilities to every neighborhood park and that layout changes are often required to meet current safety codes.
The vote authorizes staff to finalize the Landscape Structures contract and proceed with the 2025 playground renovations.
Details on the design decisions for Eagle Ridge 3 and whether any elements will be retained will be determined as the project proceeds and as staff implements the approved contract.
