Committee recommends change order to 140 Third Street design; trustee abstains

Trustee Mary Malani moved that the committee recommend execution of change order No. 2 and Addendum B to the original contract dated Aug. 16, 2022, with Transystems Corporation of Schaumburg, Illinois, for the 130–140 Third Street widening from Wolf Road to Southwest Highway, Phase 2 design engineering services, to increase the total not‑to‑exceed contract amount by $1,495,801 (as stated on the record).
Prashin (village staff) introduced Transystems representatives Emily Drakrish and project manager Matt Huffman. Prashin said the board approved the initial design contract in July 2022 before construction funding was secured. He told the committee that the village later secured construction funding allocations that permit building the section from Southwest Highway to West Avenue. The added design work restores services removed earlier in the scope — including right‑of‑way acquisition, plats of highways and drainage design required by the Forest Preserve — so construction can proceed once IDOT manages and bids the work.
Prashin said the project received several funding commitments: $7,000,000 from the U.S. Congress (to be administered through IDOT), $1,500,000 from CMAP and $2,000,000 from IDOT, and that IDOT will control and bid the construction contract. Staff said the design contract also was adjusted to remove or credit work originally associated with Metro parking, reducing that scope by roughly $300,000.
Trustee Malani moved the recommendation; a second was recorded on the transcript but the speaker was not named. Trustee Healy announced on the record, "I have to abstain. I have a business relationship with a vendor," and did not vote. The committee approved the recommendation by roll call with Trustees Malani, Campos, Katsenas, Reardon and Radoshevsky and Mayor Picow voting aye and one abstention recorded from Healy.
Staff said the intent is to bid the project late 2025 with construction occurring in 2026–28, contingent on IDOT scheduling and bidding. The amended design scope divides the project into two contracts (Southwest to West Avenue and West Avenue to Wolf Road) and adds the necessary right‑of‑way and drainage work required to construct the section expected to be funded.
