Committee discusses salary-study results and FY26 budget timing, notes $8 million projection gap

Finance Committee members discussed the internal working-group review of the citywide salary study (agenda item 11477) and how proposed pay changes were reflected in department FY26 budget submissions.
The mayor said preliminary departmental requests and projections currently show “about an $8,000,000 delta” between full departmental requests and projected revenue, and noted the administration’s internal adjustments have reduced the mayor’s side of that gap to roughly $1,200,000 at this stage of drafting. The mayor said staff and the auditor are still reviewing the first draft of the FY26 budget and expected to present materials for review in May and June.
Committee members requested clearer budget presentation, including an optioned view “with it and without it” so councilors can see the budget impact of adopting the salary-study recommendations versus not adopting them. The mayor said some department heads had incorporated salary requests into their wish lists rather than base requests and that the draft needs more work before sharing publicly.
The committee voted to keep the salary-study item on the Finance Committee calendar for further discussion and review ahead of the formal FY26 budget process.
