Orland Park committee backs $10.16 million contract for Catalina water‑main work

Trustee Joseph Campos moved and the Committee of the Whole recommended that the village board approve and authorize execution of a contractor agreement between the Village of Orland Park and Ares Incorporated of Joliet, Illinois, as the lowest qualified responsive proposer for RFP 25‑012 Catalina Subdivision 2025 water‑main improvements for a cost of $9,661,051 plus a contingency of $500,000, for a total not to exceed contract price of $10,161,051.
The recommendation followed a short presentation by Joel (public works staff), who described the work as phase 3 of a multi‑year program to address chronic water‑main breaks and to complete storm improvements in the Catalina neighborhood. Joel said the project replaces or lines mains in the tan area of Catalina, adds storm infrastructure where none exists now and will coordinate paving so sections disturbed for utility work are repaved in a later step.
The project team outlined the three‑phase approach: earlier phases included lining larger pipes along Wheeler and dry‑pond construction near the Comet easement; phase 3 focuses on the remaining tan area and associated storm work. Joel said the yellow area will be paved this year and that the remainder of the neighborhood work is expected to be complete by the end of 2026. He also noted crews encountered unmarked gas lines that delayed work and that some easement areas (ComEd) will not be paved.
Trustee Campos moved “to recommend to the village board to approve and authorize the execution of a contractor agreement between the village of Orland Park and Ares Incorporated Joliet, Illinois as the lowest cost qualified responsive proposal for RFP 25‑012 Catalina Subdivision 2025 water main improvements project for a cost of $9,661,051 plus a contingency of $500,000 for a total not to exceed contract price of $10,161,051.” A second was made but not named on the record. The committee then approved the recommendation on a roll call vote with Trustees Campos, Malani, Healy, Katsenas, Reardon and Radoshevsky and Mayor Picow voting aye.
The recommendation will be forwarded to the village board for final contract authorization and execution. Staff said the work will be coordinated with the village road program so paving follows utility installation and dry‑pond construction near the school will proceed as part of the storm improvements.
