The Communications & Policy Committee reviewed proposed edits to Board Policy 161 and 161.1, the district's nondiscrimination and complaint/grievance procedures, and discussed formatting and substantive changes recommended by the New Hampshire School Board Association.
Karen Fisher Anderson told the committee the edits include an insertion covering access for the Boy Scouts or similar Title 36 youth organizations and an added definition of "complaint" in the grievance procedure. She said a 2024-required Title IX notice that had been added earlier was subsequently removed from this draft; the committee confirmed that the underlying Title IX protections remain in place despite the change in notice language.
The committee also reviewed procedural additions: an option for the superintendent or designee to remand a Level 2 appeal for further investigation and added grounds for Level 3 appeals. Karen Fisher Anderson explained that the changes reorganize some sections (moving numbered paragraphs) and that the edits should be incorporated into the most recent formatted version before the full-board second reading.
Board members discussed administrative details such as removing an unapplicable "human rights officer" position (the district will retain Title IX coordinator responsibilities instead) and ensuring consistent numbering and cross-references in the final presented draft. The committee agreed that the redlined changes would be offered as amendments at second reading before the full board.
The committee did not vote to adopt the policies; instead, members agreed to present the updated drafts to the full board for a second reading and to offer the committee's redline changes as amendments there.
