Committee endorses permissive Green Mountain Transit language to allow phased implementation

The legislative transportation committee signaled support for permissive charter language submitted by Green Mountain Transit (GMT) that would allow phased implementation of planned services and remove obsolete board membership text from the charter.
Michelle Bloom, representing the Agency of Transportation, told the committee the agency had communicated with GMT General Manager Clayton Clark and "we are in agreement with the proposal they put forward to make the language permissive. And that will allow us the leeway we need through the next couple of years as the transition occurs." (timecode: 800.415)
Committee members said the permissive wording would give GMT and state partners flexibility to phase implementation and to pause or advance components of a project as negotiations, analysis and board input proceed. The committee asked drafters to replace a more complicated version previously drafted with the simpler language proposed by GMT and to strike obsolete language in section 10 of the charter related to the first members of the GMT board.
A committee staff member said the trashing of the obsolete first‑member language is a cleanup item; the charter provision dates to GMT’s founding in 1973 and is no longer applicable. The committee directed David (staff) to make the changes and to return a revised draft for members to review before final approval.
No formal vote was recorded during the discussion; members indicated they would review the updated wording when the next draft is circulated.
