The Daly City Council on Feb. 10 authorized the City Manager to execute a primary grant agreement with the San Mateo County Transportation Authority (TA) intended to streamline future Measure A and Measure W project funding.
Public works staff explained the agreement establishes a standard contractual framework between the TA and local agencies so individual projects can be funded by project‑specific supplements rather than repeated full agreements. Mr. Chu (public works) said the TA developed the primary grant agreement to reduce administrative delays and cited earlier Measure A/W projects that used TA funds, including the Mission Streetscape improvements, Vision Zero design standards, and the John Daly Boulevard/Skyline pedestrian crossing project.
Councilmembers praised public works staff for securing grants and noted the city will continue to return to the council for appropriations if and when project supplements are approved and funds are awarded. Mr. Chu emphasized that the current action only authorizes the manager to sign the primary agreement; it does not commit city funds to any particular project. Should the city be successful in competing for grant funds, staff will return with appropriation requests and project details.
The motion to authorize execution of the primary grant agreement passed by voice vote with no objections.
