The Marshfield Common Council on March 11 approved a $150,000 budget transfer into Tax Incremental Financing (TIF) District 15 to pay developer incentives for Weinbrenner’s relocation and new facility in the Mill Creek Business Park.
City Administrator Steve Barr told the council TIF District 15 was created about a year ago to spur development in the Mill Creek Business Park area and that Weinbrenner agreed to relocate from downtown and build a 70,000-square-foot facility there. Barr said Weinbrenner paid $150,000 for the property acreage; under the development agreement the city refunds the purchase price to the developer as milestones are met.
Barr said Weinbrenner has completed an initial milestone — pouring the foundation — and is therefore eligible for a partial payment. Staff requested transferring the full $150,000 into the TIF fund so the city will have funds available for expected future milestone payments in the coming year. Barr told the council the company expects the building to be substantially complete by Nov. 30, 2025, with full occupancy in early 2026 after a transition period.
Alderman O’Reilly asked whether the $150,000 represented the purchase price for the full acreage and queried the expected timeline; Barr confirmed the amount and the anticipated schedule. The council approved budget resolution 09-2025 to increase the TIF District 15 fund by $150,000 for developer incentive expenditures.
No additional conditions were imposed at the meeting; payments will be made in accordance with the development agreement as Weinbrenner achieves contract milestones.
